Who actually does the work?

The people who pitch are the people who deliver. At our size there is no bench to swap in after award. Ask us for the named technical lead on the contract, and for a notice clause if that person changes.

Who owns the code and the accounts?

You do, entirely, from the first commit. The repository and the cloud accounts are in your name, with no licence back to us and no dependency on us continuing to exist.

Why are your reviews so recent?

All 43 of our Clutch reviews are dated between 17 October and 17 December 2025: 24 in October, 9 in November, 10 in December. Sthenos has been operating since 2007 under a former name and was registered as Sthenos Technologies in 2021, so the reviews are far newer than the company. Google lists a 5.0 rating from 5 reviews, read on 8 September 2026.

How do you work with NeoSOFT?

A senior Sthenos team stays accountable on every engagement, and through our partner NeoSOFT we add enterprise-scale delivery capacity. Where enterprise-scale certifications matter, we reference NeoSOFT accurately rather than claiming them as Sthenos’s own. The commercial relationship stays with Sthenos.

What does a project cost and how long does it take?

Our rates are $150 to $250 per hour, depending on the seniority and mix of the team. A typical project runs $50,000 to $200,000. We work in two week sprints, so working software arrives every two weeks and a first production release typically lands in three to six months.

Registration. That profile reports our SAM.gov registration status as Active. The SBA record carries no expiry date for it, and we have not confirmed an expiry date from SAM.gov itself, so none is stated here.

Codes. Our primary NAICS code is 541511, Custom Computer Programming Services. SBA’s record lists 31 NAICS codes in total and marks us as a small business under every one of them.

What the two SBA certifications mean for you

A contracting officer may restrict competition to WOSB concerns, including EDWOSB concerns, in the NAICS codes SBA has designated, where market research supports a reasonable expectation that two or more will submit offers and that award can be made at a fair and reasonable price (FAR 19.1505(c)). The codes we work in sit on SBA’s eligible industries list carrying the WOSB designation.

A contracting officer may award us a sole-source contract under FAR 19.1506 where that section’s conditions are met. The anticipated award price, including options, must not exceed $8.5 million for a requirement within the manufacturing NAICS codes or $5.5 million for any other requirement (FAR 19.1506(c)(1)). No code on our SBA record sits in the manufacturing range, so the ceiling that applies to us is $5.5 million.

A prime whose contract carries a small business subcontracting plan must set separate percentage goals for small business concerns and for women-owned small business concerns, among the other categories (FAR 19.704(a)(1)). We sit on both of those goal lines. We are not an SBA-certified HUBZone, 8(a), veteran-owned or service-disabled veteran-owned firm, so we do not count against those.

Issuer. The State of Maryland, through the Office of Minority Business Enterprise at the Department of Social and Economic Mobility.

Scope. Certificate 26-134 covers Minority Business Enterprise and Small Business Enterprise status, certified for NAICS 541613 and 541611. Those are consulting codes. Our federal primary code, 541511, is not among them, so a Maryland participation schedule keyed to 541511 will not match us on the certificate as it stands today.

Verify. Through the state’s directory of certified firms, searching the business name with MBE and SBE selected. The directory puts a challenge in front of its search actions and issues no per-firm address, so unlike the SBA record this one cannot be checked by following a link straight to us.

What it means for you. Only the work of certified MBEs can be counted toward an established Maryland contract goal, which is why a procurement officer building a participation schedule asks for the certificate number.
