What CMS software is, and what CMS development covers
MDN, Mozilla's reference for web developers, defines a content management system (CMS) as software that lets people publish, organize, change or remove content, and not only text: images, video, audio and interactive code as well (MDN, CMS). CMS development services are the engineering that makes that software fit an organisation: implementing a CMS platform, developing custom CMS modules, building a centralized content management system, and administering and maintaining it after launch.
Among PHP-based systems, our PHP development page names WordPress, Drupal and Joomla as the platforms we develop and customize content management systems on. SharePoint content management sits with our Microsoft 365 and SharePoint consulting practice, where the work starts with the information architecture, because migrating a mess produces a migrated mess. The logos above show the wider set of platforms.

Coupled vs decoupled vs headless CMS
This page builds all three. The difference between them is where the pages a visitor sees are put together: inside the CMS, or in a separate front end that reads the content through an API.
Figure 1. Where the page is rendered, coupled against decoupled or headless
Caption: WordPress documents a theme as what shapes the front end a visitor sees, which is the coupled arrangement on the left, and its REST API as the interface through which applications send and receive site content as JSON. Drupal's documentation treats decoupled and headless as one arrangement that separates content management from the presentation layer. The three front ends on the right are the ones this page's opening names. Sources: WordPress, What is a theme; WordPress REST API Handbook; Drupal, Decoupled Drupal.
Coupled CMS
The CMS renders the site- Content and presentation live in one system.
- The theme controls what a visitor sees: colours, fonts and the entire layout, as WordPress describes it.
Decoupled or headless CMS
Content through an API- Content management separated from the presentation layer, as Drupal describes it.
- Front ends built separately, reading content through an API such as the WordPress REST API.
- The same content can reach websites, applications and digital platforms.
One consequence is stated on our ecommerce development page for headless commerce: you now own a front end, with its own build, hosting and performance work.
Custom CMS development, step by step
Each step is one of the four services on this page, in the order a CMS programme uses them.
- ImplementCMS implementation across on-premise, cloud and hybrid environments, with configuration aligned to business models and geographies.
- ExtendCustom CMS modules aligned to business requirements, including localization and multi-region content, added without disrupting the platform.
- CentralizeA centralized content management system for structured data and secure content handling, distributing content across digital touchpoints.
- Run and maintainRegular updates and feature management, performance and security optimization, plugin and extension management, backups and monitoring.
Underneath, the build runs on our usual cadence: we work in two week sprints, so working software arrives every two weeks.
Content management system cost: what moves it
This page publishes no price band for a CMS build, and none is invented here. The drivers below are the ones our web development, website redesign and custom software pages name, and where the scope is clear we quote a fixed price for a defined outcome, with a costed roadmap before any build starts.
The rate depends on the seniority and mix of the team, which is the stated reason the band has a range at all.
What you receive from a CMS engagement
- A CMS configured to your business models and geographies.
- Custom modules aligned to your business requirements.
- A CMS your own team can run.
- The domain, the hosting and the CMS account in your name, as our website redesign page says all three should be from the start.
- Scheduled backups and system monitoring after launch.
- A written scope and a costed roadmap before any build starts.
What to ask any CMS development company
These come from our website redesign, web development and software development services pages, and they apply to any firm on your shortlist.
- Who owns the domain, the hosting and the CMS account? All three should be in your name from the start.
- Can our own team run it? Our web development page sets the goal as a CMS your team can run.
- Who manages plugins and extensions after launch? It is ongoing work; this page lists it under administration and maintenance.
- Which architecture, and why? Coupled, decoupled and headless are all on this page; with the last two, ask who will own the front end.
- What documentation is a contractual deliverable? Knowledge that left with the vendor is what a client discovers too late.
- Who writes the code? Named engineers, their seniority, and whether they are employed or subcontracted.
Questions about CMS development
What is a CMS?
A content management system is software that lets people publish, organize, change or remove content, including images, video, audio and interactive code as well as text, in MDN's definition. CMS development makes that software fit an organisation.
What is the difference between a coupled and a headless CMS?
A coupled CMS renders the site itself, through its theme. A decoupled or headless CMS separates content management from the presentation layer and serves the content through an API, so separate websites, applications and digital platforms can use it.
Which CMS platforms do you work with?
Our PHP development page names WordPress, Drupal and Joomla for PHP-based content management systems, and SharePoint sits with our Microsoft 365 and SharePoint practice. The logos on this page show the wider set.
Can you build custom CMS modules?
Yes. CMS module development on this page extends the core CMS with modules aligned to business requirements, with usability, accessibility and scalability in mind, including support for localization and multi-region content.
Do you maintain a CMS after launch?
Yes. Administration and maintenance on this page covers regular updates and feature management, performance and security optimization, plugin and extension management, dedicated technical support, and scheduled backups and system monitoring.
Can our CMS run in the cloud?
Yes. CMS implementation on this page covers on-premise, cloud and hybrid environments, with a focus on stability and performance.

Selected Project Examples
CMS Website Development for a Large U.S. Media Organization
A large media organization in the United States faced performance and security challenges across its high-traffic digital properties. The existing CMS setup limited page speed, created operational overhead, and exposed the platform to potential security risks.
A custom CMS solution focused on performance optimization, security hardening, and streamlined administration. The updated platform improved site responsiveness while strengthening long-term operational stability.
CMS Module Development for a Leading U.K. University
A research-driven university in the U.K. was operating on an outdated CMS that restricted content flexibility and usability for internal teams. The institution required custom modules to support structured content publishing and academic workflows.
The work included modular CMS components and best-practice guidance for content governance and usability. The solution improved editorial efficiency and simplified content management across departments.
CMS Implementation for a Major U.S. Retailer
One of the largest specialty retailers in the U.S. needed to modernize its content platform to support frequent updates, multiple teams, and evolving customer engagement needs. The legacy eCommerce platform could not support dynamic content demands.
A Drupal-based CMS was implemented, together with content migration, development, and quality assurance. The new platform increased content publishing speed and improved collaboration across teams.
