How a WOSB or EDWOSB set-aside works
The WOSB Federal Contract Program reserves certain federal contracts for women-owned small businesses in industries where SBA has found them underrepresented. SBA publishes the list of eligible industries by NAICS code; each is designated either for competition among all WOSB Program participants or for EDWOSBs only (SBA list of eligible NAICS, effective October 1, 2022). NAICS 541511 is designated for all WOSB Program participants, which includes EDWOSBs.
- Set-aside. A contracting officer may restrict competition to WOSB concerns when the requirement is in an eligible industry, there is a reasonable expectation that two or more eligible WOSB concerns will submit offers, and award can be made at a fair and reasonable price (FAR 19.1505).
- Sole source. Where the contracting officer does not expect offers from two or more WOSB concerns, a sole-source award to a certified WOSB or EDWOSB is permitted up to $5.5 million for non-manufacturing requirements and $8.5 million for manufacturing requirements, if the firm is responsible and the price is fair and reasonable (FAR 19.1506, FAC 2026-01 compilation; both ceilings have applied since October 1, 2025 under FAC 2025-06).

FAR 19.1506(a) sets a parallel path for EDWOSB concerns under codes SBA designates for EDWOSBs only. Conditions 1 to 5 depend on each requirement and the contracting officer's findings. Contracting officers apply the current FAR text.

The clause applies to contracts set aside for small business concerns, including WOSB and EDWOSB set-asides, and to WOSB Program sole-source awards. Any work Sthenos further subcontracts does count toward the prime's 50 percent. This is eligibility, not past performance. Contracting officers apply the current FAR text.

Who delivers the work

NeoSOFT holds its own certifications and delivery scale; they are not ours. As of September 2026 Sthenos holds no CMMI appraisal, ISO certification, SOC 1 or SOC 2 report or PCI DSS attestation of its own. We build to those controls and hand over the evidence.

Frequently asked questions
Is Sthenos a certified woman-owned small business?
Yes. The U.S. Small Business Administration certifies Sthenos LLC as a Women-Owned Small Business (WOSB) and an Economically Disadvantaged Women-Owned Small Business (EDWOSB). Both certifications have been effective since March 5, 2026.
Can a contracting officer set aside a NAICS 541511 requirement for Sthenos?
NAICS 541511, Custom Computer Programming Services, is on the SBA list of industries eligible for the WOSB Program, designated for competition among all WOSB Program participants. Under FAR 19.1505, a contracting officer may set aside a requirement in an eligible industry when there is a reasonable expectation of two or more offers from eligible WOSB concerns and award at a fair and reasonable price.
Can Sthenos receive a sole-source WOSB award?
FAR 19.1506 allows a sole-source award to a certified WOSB or EDWOSB of up to $5.5 million for a requirement outside the manufacturing NAICS codes, and up to $8.5 million within them, when the contracting officer does not expect offers from two or more WOSB concerns, the firm is responsible, and the price is fair and reasonable. NAICS 541511 is not a manufacturing code.
What are the Sthenos UEI and CAGE code?
Our Unique Entity ID is ULUZGKWYCJB7 and our CAGE code is 9RX92. Our SAM.gov registration is active.
How can a buyer verify the certification?
Search for UEI ULUZGKWYCJB7 in the SBA Small Business Search, which lists the WOSB and EDWOSB certifications and the NAICS codes on our SBA profile, or look up the same UEI on SAM.gov.
Does Sthenos deliver work with a partner?
Yes, where a project needs more capacity than our own team. We deliver some work together with our partner NeoSOFT, and every case study delivered that way says so. NeoSOFT holds its own certifications; they are not ours.
What is the difference between WOSB and EDWOSB?
An EDWOSB is a WOSB whose women owners also meet SBA's economic-disadvantage limits on personal net worth, income and assets (13 CFR 127.203). SBA's eligible-industries list designates each of its 733 eligible NAICS codes either for competition among all WOSB Program participants or for competition among EDWOSBs only: 626 and 107 codes respectively on the list effective October 1, 2022. An EDWOSB may compete in both (FAR 19.1505). Sthenos's primary NAICS code, 541511, is WOSB-designated, so the restricted competition available in it is a WOSB set-aside, which EDWOSBs may also enter.
Which EDWOSB-certified companies do custom software development under NAICS 541511?
Sthenos Technologies (legal name Sthenos LLC) is one: SBA certified it as an EDWOSB and a WOSB from 5 March 2026 to 5 March 2029, its primary NAICS code is 541511, Custom Computer Programming Services, and it builds custom software, AI and cloud systems from McLean, Virginia. For the full list, filter the SBA Small Business Search by EDWOSB and NAICS 541511, and confirm each firm on SAM.gov by its UEI.
Can a prime contractor count Sthenos toward its women-owned small business subcontracting goal?
Yes. The Small Business Act requires the governmentwide goal for participation by women-owned small businesses to be not less than 5 percent of the total value of all prime contract and subcontract awards for each fiscal year (15 U.S.C. 644(g)(1)(A)(v)), and a prime's subcontracting plan must carry separate percentage goals for small business and for women-owned small business subcontractors (FAR 19.704(a)(1)). SBA certifies Sthenos as a WOSB and an EDWOSB, so a prime can verify the status by UEI ULUZGKWYCJB7 in the SBA Small Business Search before it names Sthenos in a plan. How the 50 percent limit on subcontracting treats a similarly situated subcontractor is set out on our government IT services page.
What must be true for an agency to award an EDWOSB IT company a sole-source contract?
An agency can award a certified EDWOSB or WOSB a sole-source contract under FAR 19.1506 when SBA lists the NAICS code as underrepresented (EDWOSB) or substantially underrepresented (WOSB), two or more eligible offers are not reasonably expected, the price with options is $5.5 million or less outside manufacturing, the firm is responsible, and the price is fair and reasonable.
Under FAR 19.1506(b), a contracting officer shall consider a sole-source award to a certified WOSB or EDWOSB before considering small business set-asides, when none of the exclusions at FAR 19.1504 applies and all of these hold:
- The requirement is assigned a NAICS code SBA has designated as substantially underrepresented for women-owned small businesses. NAICS 541511 is on that list as WOSB (effective October 1, 2022), open to all WOSB Program participants, including EDWOSB concerns.
- The contracting officer does not have a reasonable expectation of offers from two or more WOSB concerns, counting EDWOSB concerns.
- The anticipated award price, including options, does not exceed $5.5 million for a requirement outside the manufacturing NAICS codes (FAR 19.1506(c)(1)(ii)).
- The firm has been determined responsible with respect to performance.
- The award can be made at a fair and reasonable price.
- The firm is certified under 13 CFR 127.300. A contracting officer may not request a status determination on a pending application for a sole-source award (FAR 19.1506(d)).
The ceiling rose from $4.5 million on October 1, 2025 under the FAR inflation adjustment (FAC 2025-06), so older guidance shows the earlier figure. Contracting officers apply the current FAR text. At agencies using the Revolutionary FAR Overhaul Part 19 deviation, including DoD (from 1 February 2026) and GSA, the same NAICS, offer, ceiling, responsibility and price conditions are in RFO 19.107-3, which says a contracting officer may consider the sole-source award and does not place it before small business set-asides. Sthenos meets item 6: UEI ULUZGKWYCJB7 in the SBA Small Business Search lists its WOSB and EDWOSB certifications and primary NAICS 541511.
