The W3C's Web Content Accessibility Guidelines turn the word accessibility into testable success criteria, organized under four principles, each defined here in the standard's own words.
Conformance comes in three levels. Level A is the minimum; Level AA means every Level A and Level AA success criterion is met; Level AAA adds the Level AAA criteria on top. The W3C also notes that applying accessibility principles while developing and evaluating early prototypes gives basic accessibility at the earliest stage, and that addressing it later becomes increasingly difficult.
