This page sells front end development services: the HTML, CSS and JavaScript layer your users see and touch, built responsive, fast and consistent across browsers and devices. The sections above list the ten services and the ten skills our front-end developers bring. The sections below define the standards that layer is written against, draw where each service sits, and set out the four ways to hire, what moves the cost, what you receive and what to ask.

The standards a front end is written against

A front end is written in three languages, and there is one international standard for making it accessible. Each is published by its own standards body, and each is defined here in that body's own terms. The HTML / CSS skill above commits to semantic markup and accessibility best practices, and the cross-browser skill to standard-compliant coding; these are the standards those words point to.

HTMLThe World Wide Web's core markup language, maintained by the WHATWG as a Living Standard.
CSSA core language of the open web platform, used for adding style such as fonts, colours and spacing to web documents. Published by the W3C.
JavaScriptFormally ECMAScript. Its definition is maintained by Ecma International's TC39 committee and published as ECMA-262, a general-purpose programming language.
WCAG 2.2The W3C's accessibility guidelines: thirteen guidelines under four principles, with testable success criteria at levels A, AA and AAA.
For federal buyers, accessibility is procurement law. The Revised 508 Standards incorporate the WCAG 2.0 Level AA success criteria by reference and apply them to web and non-web electronic content, according to Section508.gov. As our custom software development page states, Section 508 compliant front end development is already part of what Sthenos sells to the public sector.

Where each service sits

A front end sits between the screens your users hold and the systems that hold your data. Figure 1 places the front end web development services and skills on this page on that path, using only the words the page already uses.

Figure 1. From the user's screen to your systems, and the layer each service works on

Three device types on the left, desktop, tablet and phone, connect to the front end in the browser in the middle, drawn as three layers: HTML for structure, CSS for presentation and JavaScript for behaviour with React, Angular and Vue.js. The front end connects on the right to back-end systems and third-party APIs. A band underneath lists the work that runs across every layer: performance optimization, cross-browser compatibility, UI testing and debugging, and ongoing maintenance. How speed is measured: Core Web Vitals

Performance Optimization above promises reduced load times and faster rendering. Google publishes the Core Web Vitals, the three measures that apply to all web pages, each with the threshold for a good user experience.

2.5 sLargest Contentful Paint, loading: within 2.5 seconds of the page starting to loadSource: web.dev, Web Vitals, read 11 September 2026
200 msInteraction to Next Paint, interactivity: 200 milliseconds or lessSource: web.dev, Web Vitals, read 11 September 2026
0.1Cumulative Layout Shift, visual stability: 0.1 or lessSource: web.dev, Web Vitals, read 11 September 2026

Google's guidance is to measure each one at the 75th percentile of page loads, split across mobile and desktop devices. Sthenos publishes no score of its own against these thresholds. When a vendor quotes one, ask which pages it was measured on, on which devices, and over what window.

Front-end development, React or UI and UX design: which one suits the work

Sthenos publishes several pages for the layer users see, and our custom software development page sets out how they divide: React and Angular for application interfaces, general front end development where the framework is already decided, and UI and UX design ahead of any of it.

Front-end development

This page
  • The HTML, CSS and JavaScript layer, where the framework is already decided.
  • Ten services, from responsive web design to ongoing maintenance and support.
  • Works with React, Angular or Vue.js, as named above.

React development

Application interfaces
  • React, including migration of older web and mobile front ends onto it.
  • React Native for iOS and Android.
  • Read the React page.

Four ways to hire front end developers, compared

Our software development services page publishes four engagement models, and the table below restates how each one is priced and where each one fits. To add front-end engineers to a team you already run, that page's staff augmentation model is the one; to hire dedicated front end developers for continuous product work over quarters, it is the dedicated team.

ModelHow it is pricedWhere it fitsWhere it goes wrong
Fixed priceOne number for a defined scopeThe specification is genuinely settled and unlikely to moveEvery change becomes a negotiation, and the buffer is priced in whether you use it or not
Time and materialsRate multiplied by hours actually workedScope will evolve, which on most real projects it doesNo ceiling unless you set one deliberately
Dedicated teamMonthly, per named engineerContinuous product work over quarters, not a single projectYou are paying for capacity even in a slow month
Staff augmentationPer person, into your existing teamYou have the plan and the management, and need handsYou own the outcome, so weak internal direction shows up fast

How a front-end engagement runs

Five stages, the same five published on our custom software development page, with the front-end services from this page placed where they act.

  • DiscoveryThe problem, the constraints and the success criteria are mapped before a line of code, in a short, bounded discovery scoped per engagement.Written scope and costed roadmap
  • DesignAn interface that fits your users, your timeline and your security posture, settled alongside the technical decisions that are expensive to reverse.Architecture and interface
  • BuildSenior engineers ship in short, reviewable increments, with automated coverage written alongside the feature. Sthenos works in two week sprints.Working software every two weeks
  • LaunchUI testing and debugging and cross-browser checks before deployment, then hardening and a controlled release with the rollback path decided in advance.A controlled release
  • SupportOngoing maintenance and support keep the interface updated, secure and performing as your product evolves.Monitoring, maintenance and a roadmap

What moves the cost of front-end work

Front-end work is billed at the published Sthenos rate band, and where the scope is clear we quote a fixed price for a defined outcome, with a costed roadmap before any build starts.

Hourly rate, by the seniority and mix of the team $150 to $250
$0$250 per hour
What a typical project runs $50,000 to $200,000
$0$200,000

Within those bands, these are the questions that change an estimate. Each is already published on another page of this site, and none carries a number here.

How distinct the design has to beA system built on a component library costs less than one drawn from scratch.
How many platformsWeb, iOS and Android is not one build with two ports. Each surface carries its own testing, release and store review.
IntegrationsEvery external system is a dependency with its own auth, rate limits and failure behaviour.
What happens after launchDeployment and maintenance are frequently excluded from cheap quotes and sold back afterwards. Get them priced up front.

What you receive

A process description says what a vendor does. This says what you end up holding.

  • The repository and the cloud accounts, in your name from the first commit.
  • A written scope and a costed roadmap, before any build starts.
  • Working software every two weeks, not a status report about software.
  • Clean, well-structured, maintainable layouts with semantic markup.
  • Components tested across browsers and debugged before deployment.
  • Monitoring, maintenance and a roadmap after launch, priced up front.

What to ask any front end development company

These questions apply to any front end development agency or company, Sthenos included, and most are already published on our web development and software development pages.

  1. Who owns the code, the repository and the domain when we are done? All three should be in your name from the start.
  2. Can our team edit this without calling you? Ask for a demo of the editing experience, not a description of it.
  3. Which WCAG 2.2 conformance level will the build target, A, AA or AAA, and how will it be tested?
  4. What is explicitly out of scope? The excluded half is the half that generates change requests.
  5. Who reviews the code, and can that person veto a merge?
  6. Show me something you built that is still being maintained three years on. Anyone can show a launch.

Questions buyers ask about front-end development

What does a front-end developer build?

The part of a website or application your users see and touch: responsive layouts, interfaces and interactions, written in HTML, CSS and JavaScript or a framework such as React, Angular or Vue.js, and connected to back-end systems and third-party APIs.

What is back-end development?

The server side a front end talks to: application logic, APIs and databases. Our Node.js development page covers back-end development services; this page covers integrating front-end components with back-end systems and third-party APIs.

How do we hire a front end developer through Sthenos?

Through one of four models: a fixed price for a defined scope, time and materials, a dedicated team priced monthly, or staff augmentation into your existing team. The table above sets out where each fits and where each goes wrong.

Do you build front ends for mobile apps as well as websites?

Yes. Mobile App Front-End Development is one of the ten services on this page: interfaces for mobile applications that are fast, responsive and easy to use, working across both iOS and Android with consistent branding.

How much does front-end development cost?

Sthenos rates are $150 to $250 per hour, depending on the seniority and mix of the team, and a typical project runs $50,000 to $200,000. Where the scope is clear we quote a fixed price for a defined outcome, with a costed roadmap before any build starts.

Who owns the code you write?

You do, entirely, from the first commit. The repository and the cloud accounts are in your name, with no licence back to us and no dependency on us continuing to exist.

Have a design that needs building? Tell us which framework you are on and which of the ten services above you need, and you will get a straight answer on the model that fits. Talk to our engineers.
