Virginia
Our head office is in Virginia, not a sales address
Sthenos Technologies is the trading name of STHENOS LLC. Our head office is at 1775 Tysons Blvd, 5th Floor, Suite 04187, McLean, VA 22102, in the Tysons business district. A working session with a Virginia buyer is a drive rather than a flight.
Sthenos is a woman owned small business. We are certified by the SBA as an Economically Disadvantaged Woman Owned Small Business (EDWOSB) and as a Woman Owned Small Business (WOSB). We are registered in SAM.gov with an active CAGE code, which means a Virginia agency, a prime contractor or a commercial buyer can solicit us and pay us without an onboarding delay.
Delivery is scaled through a formal partnership with NeoSOFT, so a project that starts with a small team in Tysons can grow without waiting on a hiring cycle.

Our head office is in Northern Virginia, and so are clients of ours. This part of the page describes those clients in a sentence each, without their names, then sets out how a Virginia solicitation reaches us, which route fits which kind of buyer, and what a project costs.

Clients of ours in Northern Virginia
A healthcare clinic in Arlington is a client, and our work for it covers the page its patients pay on. A restaurant in Herndon is a client. An environmental engineering firm in Reston is a client, and our work for it has covered software development, IT and Microsoft 365, security and its website.
We describe these clients rather than name them, and nothing here is a claim about the size or the outcome of the work.
How a Virginia solicitation reaches us
The questions further down this page say to send us the solicitation or the statement of work. This is what happens around that, in order.
- The requirement gets its NAICS codeThe contracting officer assigns it, and whether the requirement can be set aside depends on it.
- You send the solicitationThe number, the RFP or RFQ documents, any NDA you need in place and the date responses are due. A prime reaches us the same way, through a subcontract.
- We check it against our registrationAnd tell you whether a set-aside path is open before we write anything. If we are the wrong fit, we say so in the first conversation.
- A call and a costed roadmapA short, bounded discovery, then a costed roadmap before committing to a build.
Which route fits which buyer
The three kinds of buyer named above each need something different first. Figure 1 sets them side by side with where each one goes next.

The buyer and need columns restate the three buyer cards above; the last column restates this page's answers, the government IT services page on counties and cities, and the steps listed in the contact section. The figure shows routes, not a measurement.
Questions on cost, code ownership and buying routes
What does a project cost?
Our rates are $150 to $250 per hour, depending on the seniority and mix of the team, and a typical project runs $50,000 to $200,000.
Who owns the code and the cloud accounts?
You do, entirely, from the first commit. The repository and the cloud accounts are in your name, with no licence back to us and no dependency on us continuing to exist.
Does Sthenos hold a GSA schedule?
No. We hold no GSA Multiple Award Schedule contract and appear on no GSA vehicle, so a schedule buy is not a path to us. The routes that do exist, each with the authority that creates it, are on our government IT services page.
How soon does working software arrive?
We work in two week sprints, so working software arrives every two weeks, and a first production release typically lands in three to six months.

Does Sthenos qualify for small business set asides in Virginia?
Sthenos is certified by the SBA as an Economically Disadvantaged Woman Owned Small Business and as a Woman Owned Small Business. Whether a particular requirement can be set aside depends on the NAICS code the contracting officer assigns to it, so the quickest answer is to send us the solicitation number and let us check it against our registration.
Where in Virginia is Sthenos located?

Yes. The office is in Tysons, so on site work across Northern Virginia is a drive rather than a flight. Where a project needs more people than the local team, our partnership with NeoSOFT lets us scale delivery without a hiring cycle.
What does Sthenos actually build?
Custom software development, AI and agentic systems, cloud migration and cloud platforms, legacy system modernization, data engineering, government IT services and staff augmentation. Every one of those is delivered by the same organization, so a project can move between them without changing supplier.
