How a WOSB or EDWOSB set-aside works
The WOSB Federal Contract Program reserves certain federal contracts for women-owned small businesses in industries where SBA has found them underrepresented. SBA publishes the list of eligible industries by NAICS code; each is designated either for competition among all WOSB Program participants or for EDWOSBs only (SBA list of eligible NAICS, effective October 1, 2022). NAICS 541511 is designated for all WOSB Program participants, which includes EDWOSBs.
- Set-aside. A contracting officer may restrict competition to WOSB concerns when the requirement is in an eligible industry, there is a reasonable expectation that two or more eligible WOSB concerns will submit offers, and award can be made at a fair and reasonable price (FAR 19.1505).
- Sole source. Where the contracting officer does not expect offers from two or more WOSB concerns, a sole-source award to a certified WOSB or EDWOSB is permitted up to $5.5 million for non-manufacturing requirements and $8.5 million for manufacturing requirements, if the firm is responsible and the price is fair and reasonable (FAR 19.1506, FAC 2026-01, effective March 13, 2026).

Who delivers the work
A senior Sthenos lead owns each engagement. Where a project needs more capacity than our own team, we deliver together with our partner NeoSOFT, and every case study delivered that way is labelled on its page. NeoSOFT holds its own certifications and delivery scale; they are not ours. As of September 2026 Sthenos holds no CMMI appraisal, ISO certification, SOC 1 or SOC 2 report or PCI DSS attestation of its own. We build to those controls and hand over the evidence.
